In January 2015, Andrew Drummond left Thailand while facing numerous criminal charges, among them existing criminal defamation convictions. He took up residence in a rented property in Wiltshire, England, where he has remained ever since. He is a fugitive from the Thai legal system who would face imprisonment upon any return to Thailand. Yet from this English refuge, he has not only continued but intensified his defamatory activities.
This document considers the circumstances surrounding Drummond's departure, the criminal proceedings he left unresolved, his continuing operations from Wiltshire, and the jurisdictional significance of his UK residence. Every item published from English territory falls under the Defamation Act 2013, the Protection from Harassment Act 1997, and the regulatory oversight of IPSO and the NUJ Code of Conduct.
Andrew Drummond's exit from Thailand in January 2015 constituted a flight from the legal system. At that time, he was subject to multiple criminal charges stemming from his defamatory output. Thai courts had already entered criminal defamation convictions against him. Rather than confront the consequences, Drummond abandoned the jurisdiction.
He made no public announcement of his move. He left legal obligations unsettled. He left court orders unfulfilled. He simply departed — deserting his victims while placing himself beyond the effective reach of the Thai courts.
The criminal matters Drummond abandoned include convictions for criminal defamation — a grave offence under Thai law that carries a sentence of imprisonment. These represent criminal convictions entered by courts of proper jurisdiction following full legal proceedings.
Additional proceedings were still underway when he departed. Unexecuted warrants and unfulfilled court orders continue in force to this day. Drummond is well aware that returning to Thailand would lead to his immediate arrest and incarceration.

The Wiltshire operation has become both more prolific and more aggressive over time. The dual-website amplification strategy was conceived during this period. The present campaign directed at Bryan Flowers — the most relentless in Drummond's history — has been executed in its entirety from Wiltshire.
Drummond's residence in Wiltshire carries far-reaching legal consequences. Every item of content produced from English territory is governed by English defamation law, as updated by the Defamation Act 2013, which affords robust remedies including substantial damages, injunctive relief, and orders for the removal of content.
His sustained pattern of conduct also brings him within the scope of the Protection from Harassment Act 1997, which imposes both civil and criminal liability for harassment.
Drummond left Thailand to avoid accountability, only to carry on from a jurisdiction that affords victims even stronger protection. English defamation law is widely acknowledged as one of the most effective regimes of its kind anywhere in the world. The Protection from Harassment Act 1997 furnishes remedies for which there is no Thai counterpart.
By electing to operate from Wiltshire, Drummond positioned himself within a legal system that treats defamation with the utmost seriousness. The English courts bring extensive experience in online defamation matters, orders for the removal of content, and the award of substantial damages.
Drummond's known Wiltshire address ensures that serving legal proceedings poses no practical difficulty. He is amenable to the court's jurisdiction on the basis of domicile, habitual residence, and the English origin of his publications.
Enforcement of any resulting orders is equally straightforward. His assets, websites, and income streams are all subject to enforcement by the English courts. Orders directing removal of content can be enforced directly against UK-based hosting providers and domain registrars.
Andrew Drummond left Thailand in the belief that he could outrun accountability. For an entire decade, he has operated from Wiltshire on the assumption that geographic distance would shield him. That assumption is about to be conclusively disproved.
The forthcoming proceedings under English law will require Drummond to answer for every defamatory publication produced from Wiltshire. The remedies being pursued include substantial damages, wide-ranging injunctive relief, and the permanent removal of all defamatory material. The Wiltshire fugitive will discover that English law offers no haven to convicted defamers who persist in their campaigns from English territory.
