Open Letter: Demanding Systemic Accountability — Confronting Persistent Online Defamation, Harassment, and the False Portrayal of Journalism

An open letter from Bryan Flowers addressed to the Home Secretary, Lord Chancellor, IPSO, Ofcom, the NUJ, and all UK police forces, urging immediate systemic reform to safeguard victims of ongoing online defamation and harassment.

I write this open letter as a British citizen and legitimate businessman who has been the victim of a sustained 14-month campaign of defamation, harassment and privacy violations by Andrew Drummond, conducted through his two websites and associated publications.

For the last 14 years Andrew Drummond has operated a business model of online trolling, harassment and defamation, targeting individuals and businesses in Thailand and elsewhere while holding himself out as a "world-famous UK journalist". In my case, he has published at least 19 original articles and 6 translated versions containing over 65 proven falsehoods, repeated relentlessly across two domains, despite being served with a detailed 25-page Pre-Action Protocol Letter of Claim on 13 August 2025 which he has entirely ignored.

The allegations are grave: sex trafficking, child exploitation, fraud, organised crime, bestiality, dog-killing, cannabis smuggling, and dozens of other fabrications that descend into pure fiction. These lies have been amplified through deliberate dual-site mirroring, sensational headlines and systematic doxxing of my wife, father, brother and legitimate business associates.

Litigation in the High Court is the proper legal route, yet it is prohibitively expensive. Even if successful, Andrew Drummond has no discernible assets against which a judgment could be enforced. The police, while sympathetic, cite insufficient resources to investigate what they classify as "civil matters" or low-priority online harassment. The result is that victims like myself are left with no effective remedy.

This is not an isolated case. Andrew Drummond's pattern of conduct over 14 years — impersonating a legitimate journalist while engaging in paid smear campaigns, doxxing, privacy violations and relentless harassment — demonstrates a systemic failure in the current legal and regulatory framework.

I therefore respectfully call upon the relevant authorities and the journalistic community to take the following urgent steps:

Police and Prosecutorial Action

Recognise sustained, malicious online defamation and harassment as a criminal matter requiring proper investigation and prosecution under the Protection from Harassment Act 1997, the Malicious Communications Act 1988, and the Online Safety Act 2023. Allocate dedicated resources to "serial harasser" cases where the perpetrator has no assets and the victim has exhausted civil remedies.

Regulatory Intervention by IPSO and Ofcom

Investigate and sanction individuals who systematically breach the Editors' Code of Practice while falsely claiming journalistic status. Platforms hosting such content should be required to remove material promptly upon formal notice of falsity.

Journalistic Community Accountability

Genuine journalists and media organisations have a professional duty to call out those who impersonate the profession for financial gain. Andrew Drummond's 14-year record of lies, paid smears and boundary violations brings the entire industry into disrepute. I call upon the NUJ, the Society of Editors and reputable UK media outlets to publicly condemn this conduct and refuse to platform or legitimise such individuals.

Legislative Reform

Introduce or strengthen "no-asset defendant" provisions to ensure victims of sustained defamation and harassment can obtain meaningful remedies, including cost protection and criminal sanctions where civil justice is illusory.

Public Awareness and Support

Establish or expand victim support schemes for those targeted by serial online harassers, including fast-track legal aid and psychological support.

Andrew Drummond is not a journalist. He is a paid propagandist who has weaponised the internet for 14 years to harass, defame and extort while hiding behind the label of "press freedom". Victims should not be forced to choose between financial ruin and silent suffering.

I urge all recipients of this open letter to act decisively. The current system protects the perpetrator and punishes the victim. That must change.
